MANIFESTO OF CHIEF HON. BARR. UCHENNA DANIEL OBIORA, APGA ASPIRANT FOR ORUMBA NORTH CONSTITUENCY ANAMBRA STATE HOUSE OF ASSEMBLY
*Vision*
A peaceful, prosperous and accountable Orumba North — where every citizen has a voice, access to opportunity, and trust in their government.
*Mission*
To represent Orumba North with integrity, to legislate laws that improve everyday life, to hold government accountable for public resources, and to build consensus that fosters unity, development and security.
*Core Principles*
- Service: Public office is a trust; I will serve transparently and accountably.
- Inclusion: Every community, age group and gender in Orumba North will be heard.
- Accountability: Government must deliver on promises and use public resources wisely.
- Progress: Modern laws and practical projects that respond to current realities.
*Pillars and Commitments*
1. Effective Lawmaking
- Draft, sponsor and support legislation that addresses local needs — education quality, health care access, rural infrastructure, farmer support, small-business growth and youth employment.
- Repeal or update obsolete laws so our legal framework matches present-day challenges and opportunities.
- Consult widely with constituents, experts and stakeholders before proposing major bills.
2. Strong Representation
- Be the clear, consistent voice of Orumba North in the House of Assembly.
- Maintain regular engagement: quarterly town halls, monthly constituency updates and an accessible constituency office.
- Articulate public opinion, raise local concerns and ensure diverse interests are reflected in government decisions.
3. Oversight and Transparency
- Work with colleagues and relevant committees to scrutinize government contracts and projects so they meet specifications and deliver value.
- Promote open contracting, timely audits and public disclosure of project status and expenditures.
- Establish community monitoring teams to track implementation of constituency projects.
4. Budget Stewardship
- Defend Orumba North’s fair share of state resources during budget review and approval.
- Prioritize projects with measurable impact — roads, water, primary health care, schools and market infrastructure — and ensure they are properly funded and executed.
- Publish annual constituency budget reports detailing allocations, expenditures and project progress.
5. Deliberation and Conflict Resolution
- Use the Assembly as a forum to negotiate, mediate and build consensus on contentious issues.
- Promote grassroots peacebuilding: support community dialogues, traditional leaders and youth engagement programs to prevent and resolve local conflicts.
6. Youth, Women and Inclusive Growth
- Champion skills training, entrepreneurship support and access to microcredit for youth and women.
- Advocate for policies that reduce barriers to employment and encourage private-sector investment in Orumba North.
*Accountability Promises*
- Quarterly public reports on legislative activity and constituency projects.
- Annual town-hall performance review where constituents set priorities and evaluate progress.
- Transparent criteria for selecting and monitoring constituency projects.
