Canada proposes new entry categories for skilled workers in 2027

Immigration, Refugees and Citizenship Canada (IRCC) has launched a public consultation to decide which existing categories should be retained, revised or replaced ahead of the 2027 Express Entry selection rounds.

The consultation opened on August 4, 2026, and will run until September 1, giving members of the public, organisations and other stakeholders an opportunity to help shape the future of Canada’s economic immigration system.

In a statement posted on its X account on Thursday, IRCC said the review is centred on three key goals: tackling persistent labour shortages, attracting top international talent and strengthening Francophone immigration outside Quebec.

The department noted that category-based selection, introduced in 2023, has become a major component of the Express Entry system.

According to IRCC, candidates who qualified under category-based selection received 87 per cent of all Express Entry invitations issued in 2025, highlighting the programme’s growing importance.

Among the categories currently under review are French-language proficiency, healthcare and social services, science, technology, engineering and mathematics (STEM), skilled trades, education, transport, as well as physicians, researchers and senior managers with Canadian work experience.
